Yes, Ensuring those immigrating to have a proper job before entering the country

Its really stupid in the job market when you have a 3rd party getting a job over you, when your more qualified because the company thinks they can pay the immigrant less. Stricter policies ensure that doesn't happen as much while also holding the company accountable for who they hire.
