Should funding for local police departments be redirected to social and community based programs?

There is a fine balance between police funding and community programs

There should be more training for police officers, and they do need to have firearms for viloent encounters. However, guns should NOT be the first choice for an officer unless provoked by another gun. There should also be more funding and support for community based programs, and there should be more accesibility to them.
