Should all public buses and trains run on electric power?

Maybe more of a gradual change?

We could try to update things as they break down, for instance. If a bus breaks down and the next most environmentally friendly thing is a battery powered one, replace that. If that breaks down and the next best thing is even cleaner, move to that. But ONLY when it is necessary.
