Ultimately I feel that private websites should have the right to moderate their websites as they see fit so long as they website remove content that is prohibited by international law, which is; fraud/malware/phishing, pornographic images/videos of real children and/or 3d rendered images/videos indistinguishable from real children, the sale of illegal goods, and counterfeiting.
However; Registrars, Tier 1-3 ISPs, CDNs, DNS providers, and VPN providers should be prohibited from breaching neutrality outside of what's necessary for network health, maintaince, and cybersecurity operations. This is because these services are the core backbone of internet infrastructure and tampering with them can cause signifigant harm to uninvoled third party sites/services and the internet itself. These should be treated as utilities like water, power, and gas as that is what they are.
