Criminal systems require restructuring to create space for various offences as a tiered system in which criminality is not a one size fits all punishment. Evaluation of individuals should be mandatory to understand individuals’ needs, what impacts lead to their choices and assess their ability to reintegrate into society. Build supports within a reasonable timeframe and give tools for managing integration back into society when ready. Additionally, programs should offer contributions to society economically while building skills that both increase abilities, address trauma and mental and physical health with stipulations that increase accountability. Repeat offenders or offenders that unwilling to accept growth should live in prisons until they are willing to go into programs that benefit themselves and society with regular assessments. If there were better supports in the criminal system, homelessness could be past of criminality in a way that slowly integrates them back within their level and ability to live within housing. Once the system is improved, stricter enforcement can occur.
