Yes, and the federal govt should go back to pre-1974 policy of borroing all its operating funds from The Bank of Canada at low rates of simple interest, instead of the post-1974 (to current) practice of borrowing all its operating funds form private banks at compounded interest.
Ninety percent of our current national debt is the result of interest charged on interest, and less than ten percent of that borrowed money was used to operate the nation.
Stop borrowing form private banks and the debt will take care of itself.
