Should the government increase environmental regulations on businesses to reduce carbon emissions?

The best way to reduce carbon is to go at the cities and make them carbon neutral

rather than to expect the poorest Canadians to change their consumption habits. The North needs heat a lot more than most places and solar panels will help but their not the be all end all solution
