yes but not in areas with lots of people, kids ect they should be in the woods out of the city parks

No, but an investigation should follow regarding why the individual refused that/those specific shelter/housing option(s)

Yes, they should be allowed to roam on public property. I think that in addition to this, they should not stop receiving help and be encouraged to accept shelter.
