Instead adopt finish model of giving apartment to them and then help them get a job through welfare. If they are insane put them In a mental asylum.

It depends in what public space they want to camp. For example, I would not allow homeless individuals in parks but they could not instead sleep in the metro/subways.

They should be obligated to go through programs to re-instate them in society and we should have more work (people) to help them through every step. A lot of these people have no support, especially moral.
