Should funding for local police departments be redirected to social and community based programs?

If the the funds to the police can go towards retraining them to act in a more fair direct manner especially in light of the BLM movement then the funds should remain with the police, however if that will not be done then the funds should go to community outreach programs which aim to end some of the causes of crime.
