Should funding for local police departments be redirected to social and community based programs?

I think we should shift funding over to social and community based programms for smaller offences, giving a chance to rehabilitation. however if we abolished the police there wouldnt be consiquence to larger crimes, such as murder. for that reason I believe we should redirect some funds, but keep a certain amount to the police aswell
