Should the government raise taxes on the rich?

Yes and no, raise the taxes on the rich, large companies and international companies who head office is not in Canada

Lower the taxes on the bottom end of the tax bracket. Get rid of provincial taxes and make a unified tax system (as in every province will have the same sales tax, and include tax into the advertised price) across Canada.
