Vigorous background checks have to be made for foreigner buyers. If a person is buying a vacation property for their own use then that's fine. If a foreigner is buying multiple complexes for the sole purpose of profit (while driving up value prices), there has to be a limit placed on those individuals.

They should be allowed to own a one property at a time for two years, if they want to move they could only sell that house, after the two years is up they should be allowed to rent it if they move
