of course NO! because the Canadian public can have 2 or three houses and more people are continuously coming in Canada so it might have space for them for leaving and if person buy a home they can give basement to someone for leaving and the apartment will also become empty

No, so long as they fully intend to reside there, or plan to live there permanently in the future. Yes, if they’re just trying to become a land owner for profit, or they plan to hand over the land to foreign powers.
