In my opinion, as soon as a citizen takes part in social life (like working, volunteering), they shouls have the right to pass a basic test demonstrating their understanding of politics in order to vote. If they pass, they're good to vote.
P.S. In naddition, they can pass this test every time before voting as long as they enter a voting age
