People are refused entry that ought to have been allowed to come. Believe me I speak from first experience. I sense system is a mess. I tried to bring a friend here to visit from Indonesia and they were not allowed to come for no good reason. Other than the whim of some immigration official. It is costly, time-consuming and disappointing. There are lawyers that make a lot of money off of negotiating a flawed system.
