Military service should be a choice

A stronger emphasis on education and skill development would make military service more attractive and available to a broader range of applicants. Also clean up sexual misconduct and abuse to make military service safe for women, LGBTQ, and men who are vulnerable to sexual exploitation and abuse from abusers in positions of power and authority.
