No the funding should not be redirected from the local police, but rather put into longer training courses and training in more psychology-type courses, as well as an extended psychological briefing on each individual before becoming an official officer. It's clear that some people who become cops are not in the right mindset to approach a situation without immediately judging someone based on the colour of their skin/what they are wearing/how they look. This is the issue with police that needs to be fixed, and I believe that if there are more hoops to jump to become a cop, then the force will start to become people who actually care and want to find the correct solution to every problem they approach because they want justice & to protect the innocent.
