Increase punishment for drug dealers, Implement doors open drug availability for users with medical staff trained to deal with care and have ambulance service directed to the facility rather than emergency rooms in hospitals, or have a direct drop off at a designated area in a hospital to help avoid emergency room overheard drug related conversation and crowding. It's unnessesary to have paramedics hanging in the emergency room waiting for drug induced assistance.
