over-the-counter drugs? Cocaine? If a rigorous system of allowing citizens to use cocaine recreationally under the supervision of certified medical staff, I can see that as an expensive hobby and potential business, but it still won't affect the underworld that sells drugs to the poor and vulnerable at a cheaper price, cause people fall into addition, debt, ruin, and breaking apart families and leading to suicides and rising crime rates
