Long answer: Where I used to live, it took 2 hours to go by bus where it would take 30 minutes to go by car. So yes, public transportation needs to be improved. People need buses to get to work affordably, since having to walk limits their job choices and takes away time from work, family, and sleep. So if we do not have buses, then people will not be able to go to work, and that will be terrible for them and for the economy overall. So if the government does not privatize it, then yes, they should increase spending on transportation, or find a way to make sure the money is used more efficiently so they don't need more money. But it should really be privatized, as companies will keep it cheap to get more people using it and will improve service to be competitive, and it will be one less (major) thing for the government to spend money on. We should prioritize getting out of debt.
