Should the government increase or decrease foreign aid spending?

Decrease, until we have no more homeless, no more entire villages without clean water, until there is enough affordable housing to house our Born Citizens. - and then only give foreign aid to nations that are truly in need... i.e. NOT CHINA. China is a powerhouse, and does not require our annual tribute.
