Yes with extensive background checks, and if gainfully employable but benefits should be bare necessities for period time with some form of pay back and willing to become Canadians. Existing Canadians should not have to change their culture to accomodate immigrants, you want to come to Canada, become Canadian with a Syria hertiage.
