Yes, if they can prove they've repayed their debt and are rehabilitated, as is appropriate for the crime committed

There would have to be many conditions, assessments and checks as part of the process. Not if they simply rationalize and refuse to take responsibility and steps to amend past crimes. It would have to be case, by case.
