Should funding for local police departments be redirected to social and community based programs?

The whole system needs to be reformed

So yes, kind of, but a social worker replacing a cop is basically still a cop by a different name.

We need to address power structures and systemic racism in the process of the reform. I don't have an easy solution, and I haven't read one yet. Keep thinking about it.
