Yes, and ensure that existing police systems are educated in regard to non violent crimes and social justice issues. Additionally police should be required to have a professional college for regulation and have liability insurance to help prevent excessive force and unfair legal practices.

I don't think the funds should come from local police departments; but we should do more to finance and support other social/community-based programs to work with the police force.
