No, but they should train the police better and be strict on how the police react in the situation and not have any bias.
Yes replacing the police with unarmed citizens sounds like a good idea at first but against an armed criminal? I personally think police should not have guns but instead other methods like tazers/rubber bullets/ tear gas and be trained more mentally in quick time situations to disarming and catching the suspect alive

Funding for the police should go back to education and training. Teachers, doctors and other people we entrust our lives to have to go through years of training so why should it be different for cops. Make the 12 week program a bachelors degree, with psychology courses, sensitive training, race relations, and native history.
