Overall, I don't think the police should be defunded. However, I do feel their funding should be decreased and the rest of the budget should be redirected towards social and community-based programs. Also, their training should be streamlined by divisions according to what each area has to deal with most often. If violence, mental health, and drugs are the issues in that division's area then that should be the focus for those officers.
