Yes, and ensure that existing police systems are educated in regard to non violent crimes and social justice issues. Additionally police should be required to have a professional college for regulation and have liability insurance to help prevent excessive force and unfair legal practices.

Funding should be allocated for both while police departments nationwide should be put through more extensive training on the law and how to de-escalate violent situations prioritizing the life of everyone.
