i think that they need to increase funding for training towards different things like how to respond to mental health related issues and how to respond to other issues which involve different reactions towards the matter .

complicated issue you need both police and you need Social and community-based programs both. The police need to be better trained as well in sensitivity training. The way our police deal with mental health issues is really an embarrassment. Better educate the police on these and racial issues and any other they are lagging on.They need to be held accountable.
