Police departments should have enough money to operate efficiently, but social and community based programs seem feasible to stop crime as it stops it at the root.

Why not both? Employ less police but train more competant and capable officers, while at the same time introducing social workers to work for the community and along side the police.

Depending on the location of the police department, a high crime area should be supported financially , while funds for low crime areas should be redirected.
