Keep police funding the same as it is now and eliminate budget raises. Use the money that would go to raising police budgets to fund community safety and crime prevention programs.

Mental health should get some of the funding from police, the more people who get rehabilitated, the better off the police will be, less mental health calls to help keep them safe as well.

Allocate funding towards dealing with social issues in a non violent manner. A professional in that field travels with the officer for example.
