More money should be spent on police rehabilitation and screening so police are better equipped and know what to do in certain situations

No, but make sure that there are more types of professionals who can respond to critical situations without the need for fatal weaponry, but lean towards non-fatal defense tools like tasers & mace.

Use funding for social and psychological training to be included in the police training program.

Impose strict misconduct and abuse of power penalties on police along side more indepth training and mentoring programs. Impose restrictions on how police can legally handle non violent situations. They are here to protect the people not enforce

Yes, but not to completely replace police with unarmed responders, but to make sure each are properly trained and sent to proper calls relating to their training. Example: unarmed individual(s) trained in mental health sent to someone having mental breakdown in public, they can obviously have something to protect themselves but not guns. Police can be sent to robberies, physical disputes between a group of people, etc.
