These points should not be at odds. There should be more funding for community/social intervention, however this does not have to come at the expense of policing and there may be more or less funding required for both.

No, this is a classic version of carrot and stick. Carrot is the social programs, and the stick is the police, both are needed to have a safe and growing city.

It totally depends on the jurisdiction in question. Allocating funding to social programs matters, it can come from police budgets, but I don’t associate them closely.

Police funding should reflect the demands we put on police. If we ask them to do a lot, they should be funded appropriately. If we reduces the demands on the police then we can reduce their funding.

Funding for policing should remain same, funding for corporate subsidies and higher taxation should for corporations be implemented. Offshore tax sheltering should be aggressively pursued

Give more intense psychological training, and more strict with the police punishments if they choose to not follow the law instead of protecting them because they are a police officer. Increase funding to better high crime and low income communities and give them the resources to better the area and remove the select few to rehabilitation zones to give them an actual chance of a better life.
