I believe there should be an even split of funding for both police departments and social community based programs, as you could still keep the communities safe when necessary but not always responding armed authority.

The justice system needs to be overhauled to better suit the values of our society of today for all people. There needs to be a partnership between police and social resources to address the calls coming in and resolve them safely.

I think we need police, but we should add funding towards proper mental health training

some of the money should be allocated to social workers who go along with the police to issues like domestic abuse

Yes, but the social programs should be to prevent future crimes, not training civilians to stop them as they are occurring.

In theory this could work, however I'm more in favor of and increase in funding and better training. In some scenarios the police force may be too corrupt and may need to be completely disbanded and rebuilt.

Yes: somewhat but obviously not entirely. Police are overfunded, but are essential to a functioning human society.
