Yes, and local police departments should be required to have social workers or mental health workers to help with such related cases or problems. That way people with mental health problems don't just get shot or something similar.

No. Do not take funding from the police, but increase social and community based programs to help deter crime from happening to begin with and if proven to be highly effective then begin slowly taking away funding from the police if truly deemed that they do not need as much in the moment.
