I think the police need more funding, and that they shouldn’t be used as the fix all for every scenario. Some issues would be better resolved with therapists or negotiators or other specialists

A portion could be. It can’t turn out like the YMCA where no one could afford to participate in some cities. Ensure the programs would be effective. Take a little from many departments and get them involved by volunteering. A portion of your volunteer time can be written off in taxes. Incentive to take care of our kids and communities
