Yes. By eliminating victimless crimes from the responsibilities of the police, Law Enforcement can draw down and the newly available resources can be used at community discretion.

In theory this could work, however I'm more in favor of and increase in funding and better training. In some scenarios the police force may be too corrupt and may need to be completely disbanded and rebuilt.

Yes, wherever possible police should be replaced with unarmed community based first responders better equipped to deal with non violent calls. However, police should also have increases funding for better training.
