Yes if living in a predominantly English-speaking area. French should be learned if living in a French-speaking area.

That or French. To be honest though, I don't see how an immigrant could live in this country for any amount of time and not eventually learn either English or French. I don't believe there needs to be any compulsion from the government, they will just learn the language(s) naturally in order to get by.
