The government should impose a tax on all privately-owned land, regardless of whether its owner is foreign or Canadian, and it should be higher than 1%.

Those who does not have any canadian relatives, yes. Who inherited property from a canadian, no.

There are not many non-residents who own property. Perhaps you mean foreign owners who are not Canadian citizens? Different scenario and they should be taxed!

The government should heavily tax those who own real estate in Canada but do not reside in Canada.
