Yes, but always let refugees in, unless they have serious criminal backgrounds or other harmful traits.
YES, very strict screening on criminal background, must assimilate (but we already have a Balkanized state that has serious problems). Remove those who engage in criminal activity and ban for life. Look for skilled workers or those who can become skilled workers. There may need to be an IQ test administered because we live in a world of increasing complexity and sadly there are those who cannot even enter the US military for lack of cognitive ability.

Strictly screen and provide criminal background checks for immigrants and depending on how severe those crimes are and how often they’ve committed crimes they can be admitted into the country.

Immigrants should be trained to be productive citizens and be let into their previous work force ie. a doctor from another country should be able to become a doctor here!
The number of new immigrants needs to be conditioned by the ability of our society to provide for them. It would be nice if we could accept any and all that desire to live in our country, but can we house them, provide them jobs, integrate them properly? These are the kinds of questions that are not reflected in the possible answers.

Increase skilled immigration, and Implement a visa system for non stilled migrants over a period of 5 years, and if after the 5 years the individual has become a productive member of society, full citizenship will be granted.
