People who are ostracized for doing things that are inherently bad should not be seen in a good light, nor should they be given a safe place to continue harming themselves. Although, I do believe that those who do bad things can redeem themselves, such as stopping it, those who continue to do it with no control should not be given the safe haven.
No, this won't help lower the number of people addicted to drugs, only make it easier to get and use them.

No it has caused more problems we need to focus on rehab centers, mental health, and rehabilitation centers!!

I believe cities are responsible for keeping order and maintaining balance in their population so that everyone benefits from it, and in many situations that results in giving options for rehabilitation instead of promoting things such as drug use in cities, which eventually leads to bigger and more serious problems the government has to face. If we want to keep our cities clean, money needs to be financially organised and used to be able to rehabilitate those in our community who are struggling instead of spending it on helping people become addicted to things like drugs that has killed so many in our cities and will not stop unless they have resources there to help them.
