No we should not. But we should figure out different ways to penalize serious offenders rather than free room and board at the country club. And (depending on statistics of actual crime) Canada should be planning to prevent the criminal activity in the first place leading to the overcrowding.

Depends on severity of their convicted charge. If it is mostly misdemeanors and theft, they should be released. However if the crime they're convicted of is serious and they are considered a threat to society they should not be released.
