Yes, but it would depend on the seriousness of their crime. If in their country they had to steal to eat and they steal a chocolate bar then no. Let them due their time and get some help. Something like murder yes

I think it depends on the severity of the crime, if it is safe for them to return home, if they have family here, how the punishments for their crime in their country differ from ours, etc.
