If they are citizens of Canada they should be tried as Canadians, if they are not yet they should be deported unless they won't be safe in their home country (ie. they are of an identity that will face persecution, they are personally at risk if they return, or if the punishment for their crime would be inhuman such as torture or the death penalty.)

No. I think violent crimes are a result of desperation, lack of resources, and being shut down in a system. I think we should have more programming to support success among new Canadians.
