Two tiered citizenship is abhorrent. But anyone who is not a citizen, for instance a PR, can be deported for committing a serious crime per today’s laws. This is okay with me.

Yes, only if they are not a registered citizen, the country is safe for them to return to, and if their sentencing exceeds the time they've lived in Canada.

If they are an immigrant turned official citizen, than they should go to jail because they committed a crime. But if they are just an immigrant, I think they should still go to jail and go back to their country after the sentence (depending on how serious the crime is).

If it is extremly bad they should do there time in prision and then deported.

Depending on the severity of the crime, and how said crime poses a threat to society if that type of behaviour continues, then yes

They should complete their sentence and be checked if it is safe for them to return. Then they should serve a sentence there if needed.
