No, if the crime is committed in Canada than they should at least serve their sentence in Canada no matter of the legality of their immigration.
yes, if they can be proven guilty of a serious crime in their native country or commits a serious terroristic attack towards the country.

to conclude it is not a black and white issue that is heavily base on circumstances.

It would really depend on how a serious crime is defined and how safe it is for them to return to their country

It depends on whether their county of origing is safe to be in, if it is not safe then the person in question sgould remain in canada
