I believe that they should get funds in order to get proper housing, schooling, clean water, and rehabilitation services since the substance abuse rates are extremely high in their communities. They should not be able to use that money for casino's, gambling, etc.

No, assisting a population financially based of ethnic background is belittling, and racist. Assisting all populations that have a low socioeconomic background is more productive for society
