They should write a paper first on why they wanna vote and the importance it has too them on who they vote for. their vote would not be private/ anonymous. and they would need to provide a reason to whom the chose to vote for

Yes, but only if the voting affects them once they are out of prison (For example, if they are serving 2 years and there is an election, the government will affect them after they get out of prison in 2 years, having 2 years left of the current government)

You gave up the right to vote when you got locked up. How much sense does it make when women had to wait til 1919 to be able to vote, but a criminal can vote? NO!
