Yes and no. What people do with their earned money is their business but maybe putting a cap on monthly/yearly donations.

People should be able to give as much money as they want but there are people that almost never receive any money so maybe there is a point when the money needs to be split with another candidate once it reaches a certain amount of money

I don't think it matters on the amount of money a candidate receives from a donor. That is, I believe, the donors' decision.
